Last 12 Months = permits with an issue_date within the past 12 months — a true rolling count, queried live from the database. This is the most useful signal for active contractor lead volume. Cities with a higher 12-month count relative to total permits have recently acquired feeds; cities with a much lower ratio have older historical data. Stale feed = 0 permits in the last 12 months — feed requires investigation and reconnection.
Avg Permit Value shows "—" where the source portal does not publish dollar values for most permits. Open permits = status marked "open" in the database. Top Category is the most common enriched renovation type for that city.

GTA Coverage Gap — Priority Focus
Greater Toronto Area — ~11–16% of actual permit volume captured
The GTA issues an estimated 80,000–120,000 residential building permits per year across 25+ municipalities. RenoIntel currently ingests from 3 inner-ring cities (Toronto, Brampton, Mississauga) capturing ~13,100 permits/yr — leaving the entire outer ring unaddressed. This is the single largest geographic coverage gap in the platform.

Investigation Log — Priority Cities · April 25, 2026
All 6 originally planned "quick-win" cities were live-investigated on April 25, 2026. Every endpoint was tested: CKAN APIs, ArcGIS Hub v3, city-owned GIS servers, donneesquebec.ca org catalogs, and direct HTML inspection. None have machine-readable building permit data available publicly. Two additional cities (Longueuil, Sherbrooke) were also verified.
Ottawa, ON
1.0M pop · Est. 8,100 permits/yr
✗ Confirmed No API
ArcGIS Hub item confirmed as Type: Microsoft Excel (Owner: open.ouvert@ottawa.ca, URL: null). Ottawa publishes monthly construction permit statistics as Excel attachments, not as a queryable data service. Individual permit records are not available.
Checked: open.ottawa.ca ArcGIS Hub · opendata.ottawa.ca CKAN · Ottawa Hub item 05046d836248455d92cbc0543ce4c022
→ FOI request or city data-sharing agreement (ON MFIPPA, 30-day response)
Surrey, BC
568k pop · Est. 4,500 permits/yr
✗ Confirmed No API
data.surrey.ca now redirects to opendata-surrey.hub.arcgis.com (CKAN decommissioned). Surrey runs its own GIS server at gisservices.surrey.ca with 284-layer OpenData service — no building permits in any public layer. Hub v3 API returns no Surrey permit dataset.
Checked: data.surrey.ca CKAN · opendata-surrey.hub.arcgis.com Hub v3 · gisservices.surrey.ca Public/Buildings, Public/Planning, OpenData (all 284 layers)
→ FOI under BC FOIPPA or direct outreach to Surrey Building Division
London, ON
422k pop · Est. 3,400 permits/yr
✗ Confirmed No API
opendata.london.ca is an ArcGIS Hub portal. The building-related item is the Buildings basemap footprints layer, not permits. London's GIS server at maps.london.ca has 6 service folders: BaseMaps, Community, Elections, Environment, Recreation, Transportation — permits appear in none.
Checked: opendata.london.ca CKAN · Hub v3 · maps.london.ca ArcGIS server all OpenData folders · ArcGIS Online owner:opendata_London
→ FOI under Ontario MFIPPA or contact London Planning & Development dept directly
Windsor, ON
217k pop · Est. 1,700 permits/yr
✗ No Dataset Found
opendata.citywindsor.ca is a Kendo UI JavaScript SPA — no machine-readable catalog API. A second portal at share-open-data-citywindsor.hub.arcgis.com was found; ArcGIS Online search for Windsor building permits returned 0 results.
Checked: opendata.citywindsor.ca CKAN · citywindsor.ca Building Information page · share-open-data-citywindsor.hub.arcgis.com · ArcGIS Online owner:CityofWindsor
→ FOI under Ontario MFIPPA · Windsor Building Dept: 519-255-6267
Saskatoon, SK
266k pop · Est. 2,100 permits/yr
✗ PDF Reports Only
saskatoon.ca/permit-data-reports lists individual PDF files per month (Jan 2020 – present). These are aggregate summary reports, not individual permit records. ArcGIS Hub only tracks multi-unit dwellings. CKAN at opendata.saskatoon.ca returns no results.
Checked: saskatoon.ca permit-data-reports page · opendata.saskatoon.ca CKAN · opendata-saskatoon.hub.arcgis.com · ArcGIS Online search
→ FOI under SK FOIP Act or contact Saskatoon Building Standards Division
Gatineau, QC
291k pop · Est. 2,300 permits/yr
✗ No Permit Data
donneesquebec.ca org ville-de-gatineau has 52 datasets — all enumerated. Categories: cycling paths, traffic counts, zoning, flood zones, elections, water quality. Zero permit datasets. Also verified Longueuil (31), Sherbrooke (37), Trois-Rivières, Saguenay — none publish permit data.
Checked: donneesquebec.ca orgs: ville-de-gatineau, ville-de-longueuil, ville-de-sherbrooke, ville-de-trois-rivieres, ville-de-saguenay
→ FOI under QC Loi sur l'accès or contact Gatineau Service de l'urbanisme
Next Steps — Priority Order
1. FOI Requests (High ROI)
Send coordinated FOI requests to Ottawa, London, and Surrey — highest population, legal right to data within 30 days. Each adds 3,000–8,100 estimated permits/yr.
Ontario (MFIPPA): $5 application fee. 30-day statutory deadline. Online at ontario.ca/page/freedom-information.
BC (FOIPPA): Free application. 30-day deadline. Submit to Surrey/Abbotsford via city website.
2. Verify GTA Outer Ring + Open Portals
Ingestion code added Apr 25 for four Durham/Halton cities. Next ingestion run will confirm whether endpoints are live.
- Whitby, Ajax, Pickering, Milton — confirm first sync
- Regina SK — open.regina.ca (ArcGIS Hub, 226k pop)
- Richmond Hill ON — data.richmondhill.ca (ArcGIS Hub, 202k pop)
- Guelph ON — maps.guelph.ca (re-test, may have been temp outage)
3. Direct City Outreach
Many cities share bulk permit exports informally on request, bypassing the formal open data process. GIS departments are usually receptive when you explain the use case.
- Windsor Building Dept: 519-255-6267
- Saskatoon Building Standards: 306-975-2645
- Gatineau Urbanisme: 819-243-2345
- Ottawa Planning: opendata@ottawa.ca
Internal planning document — RenoIntel · Updated April 25, 2026 · Population data: Statistics Canada 2021 Census · Portal investigation: live endpoint verification April 25, 2026 · 8 cities confirmed blocked via direct API testing · GTA outer ring (Whitby, Ajax, Pickering, Milton) ingestion added Apr 25, 2026 — pending endpoint confirmation
US Market Expansion — Phase 1 Launch States
🇺🇸
The US permit data landscape is fundamentally more accessible than Canada's
In Canada, permit data access is fragmented across hundreds of municipalities with inconsistent open data policies, FOI processes, and portal formats — many cities actively block bulk exports. The United States is a different story. Driven by federal open government mandates and widespread adoption of Socrata and ArcGIS Hub across state and municipal governments, most large US cities publish building permit data as a live, queryable API with no access restrictions, no FOI requests, and no cost. Where Canadian cities often require months of negotiation for a CSV dump, US cities typically surface a documented REST endpoint that returns structured permit records in real time. RenoIntel's existing ingestion infrastructure — already built on these platforms — connects to US cities with minimal additional engineering. We can be operational in Florida, New York, and California within weeks of a go decision.

Canada — Current Reality
–Patchwork of municipal open data policies — no federal standard
–Many cities require FOI/MFIPPA requests with 30-day wait times and fees
–8 cities confirmed actively blocking bulk permit access via API testing
–Portal formats inconsistent — ArcGIS, Socrata, custom CSV, email-only
–Some cities (e.g. Gatineau, Windsor) require direct staff outreach
–Data refresh cadence often weekly or monthly; real-time rare
United States — Why It's Easier
✓Federal open government mandates normalize data access across states
✓Socrata and ArcGIS Hub deployed by the majority of large US cities — same platforms RenoIntel already uses
✓No FOI process — permit data treated as public record by default in most states
✓Documented REST APIs with consistent schema — lower ingestion engineering cost
✓Many APIs update daily or in real time
✓RenoIntel's existing pipeline connects to US cities with minimal changes

US market vs. Canadian addressable
Phase 1 targets Florida, New York, and California — three of the largest permit-issuing states in the country. Combined, they represent more than 30% of total US residential permit volume and include cities already publishing real-time permit APIs compatible with RenoIntel's ingestion infrastructure.
